FOR DANBURY HOSPITAL

INTRODUCTION
Danbury Hospital is a 371-bed not-for-profit teaching hospital serving approximately 360,000 residents of western Connecticut and southeastern New York. For this largest institution in the Greater Danbury Area, the proper placement of emergency directional H signs is a public safety responsibility.

Such a signage plan must be regional in scope, as the signs in adjacent communities must be carefully coordinated for ambulance drivers and others to follow them properly.

This Plan does not constitute a standard, specification or regulation. It is instead a set of advisory recommendations for evaluation by the Connecticut Department of Transportation and local traffic authorities, usually the police commission, that are assigned by law to make the actual decisions concerning the posting public roadside signage.


HISTORY OF
SIGN PLAN

Danbury Hospital was an advocate for H emergency signage back in the early 1970's when this form of signage was first authorized nationally. In 1972 the HVCEO assisted in the creation of the first plan identifying hospital sign locations on important roadways.

As the northern part of the HVCEO planning area, including New Milford, Bridgewater and Sherman, was seen in the early plan as primarily tributary to New Milford Hospital, a signage plan was also prepared for that area.

Then in 1990 the 1972 Plan was re-examined to determine its appropriateness for the Region relative to roadway improvements, area growth and sign attrition.

As in 1972, the 1990 process involved the Region’s municipal police departments and the Connecticut Department of Transportation’s District 4 Office, as they are responsible for the placement and maintenance of “H” signs along state and local roadways.

As with the 1990 update, in this current effort missing H signs are identified for replacement, and new locations for additional H signs are suggested in order to improve the effectiveness of emergency access routes to Danbury Hospital.

In all cases vehicles bound for the Emergency Room are free to use routings of their own choosing. Indeed, there are many locations in Danbury and Bethel from which a knowledgeable driver would access the Emergency Room by streets other than those listed below. This regional plan then is designed for fast arrival of intertown traffic, and those persons in Danbury and Bethel less familiar with the area.


OVERVIEW OF
REGIONAL ACCESS


FROM BETHEL:
H signs direct emergency traffic from central Bethel westerly to Route 53 in Danbury. Here ambulances travel northerly to the intersection of Route 53 with Shelter Rock Road, then due north over local Danbury roadways, across White Street, northward up Locust Street for a distance from Route 53 to the Hospital of 1.4 miles.

Then for northern Bethel, a sign set guides traffic westerly along Route 6 to I-84 Exit 8 on the Bethel - Danbury Line, and from there onto I-84 at Exit 8 for travel westerly to I-84 Exit 6. After reaching Exit 6 the remaining trip to Danbury Hospital, over a short section of Route 37 and then a combination of local roads, is about 1.1 miles.

FROM BROOKFIELD:
All of Brookfield’s H sign sets are oriented towards the Route 202 (White Turkey Road) interchange with the Route 7 Expressway in the southwestern tip of the community. From there traffic enters I-84 westbound at Exit 7 and proceeds via I-84 westerly to Exit 6 in Danbury.

FROM DANBURY:
The Danbury section of the regional plan is the most complex. This is due to both the community’s large size and central role in channeling multi-town emergency traffic to Danbury Hospital.

First, regional H routings for ambulances from Ridgefield and western New Fairfield make use of the I-84 Exit 5 vicinity. Crossing over Route 53 (Danbury’s Main Street) they proceed easterly on Route 37 to Balmforth Avenue. At this intersection ambulances leave the state designated roadways and use local streets for the 1.0 mile of remaining distance to Danbury Hospital.

The vicinity of I-84 Exit 6 is also a key access for eastern New Fairfield, Brookfield, northern Bethel and Newtown. Emergency vehicles leave Route 37 and enter Danbury’s local street system via Hayestown Avenue aside the North Street Shopping Center for the 1.1 mile ride via Tamarack Avenue to the Emergency Room.

As for ambulances from Redding and adjacent southern and central Bethel, they enter Danbury and proceed north on Route 53 to the intersection with Shelter Rock Road. From this intersection the remaining trip is 1.4 miles northerly using Danbury’s local streets.

FROM NEW FAIRFIELD:
This town’s emergency access to Danbury Hospital is channeled southward via two parallel routes. The first has Route 39 traffic from western New Fairfield passing under I-84 Exit 5 to reach Route 37 and then Balmforth Street. Then eastern New Fairfield traffic on Route 37 traffic reaches Hayestown Avenue just before I-84 Exit 6.

FROM NEWTOWN:
All of Newtown’s ambulance traffic is directed to I-84 Exits 9, 10 and 11 in that municipality. From there it proceeds westerly to I-84 Exit 6 in Danbury.

FROM REDDING:
The H signs in Redding are all oriented northward towards central Bethel. Upon arriving there, traffic is directed westerly and then northerly on Route 53 to Shelter Rock Road in Danbury and then north on local roads to Danbury Hospital.

FROM RIDGEFIELD:
Most H signs in Ridgefield direct ambulance and emergency medical traffic northerly on Route 7, which then combined with I-84 and leaves Exit 5 at the eastbound Exit 5 off ramp. Ambulance traffic proceeds straight from the ramp, crossing Main Street, and using Route 37 to reach Balmforth Avenue.

Then emergency traffic from the northwestern section of Ridgefield is oriented north on Ridgebury Road and then east towards Route 7, then as above to access Danbury Hospital via the I-84 Exit 5 eastbound off ramp.


STEPS FOR
PLAN UPDATE

In late 2004 all locations specified on the 1990 plan for H signs were field reviewed by staff. Loss of signs in various locations was documented.

The next step is to seek recommendations for additional sign locations or changes to the 1990 Plan, to be the result of discussion with municipal technical staffs, police departments, Connecticut DOT representatives, and others.

The goal will be to reach consensus as to changes and additions to the 1990 Hospital Signage Plan, yielding an updated 2005 Hospital Plan.

These recommendations will then be presented to state and local traffic authorities that are empowered to make the specific decisions involved.

On 11/10/2004 Connecticut DOT District 4 representative John Bado indicated that if provided a list of locations where hospital signs should be placed, that Connecticut DOT could place them without difficulty and at its own expense. Funding sources for new signs on local roads will also be part of the discussion.
