DEVELOPMENT TEXT CONCERNING SEWER AVOIDANCE
The following text is drawn from the Sherman Master Plan
of Development which became effective in December of 2001:
"Every residential lot within the Town of Sherman shall
be able to meet its own water supply and septic disposal needs
on site, in perpetuity. Municipal and/or private and/or offsite
sewer systems shall not be constructed within the town."
"This planning require follows from the determination
of appropriate state planning agencies that Sherman is and
should remain a rural town; from the designation of most of
the land area of the Town as public water supply watershed;
and from the views of the people of the Town, as expressed
in questionnaires and public meetings incident to the planning
process, that Sherman should remain a rural town and should
not permit sewer systems."
It should
be noted that the policy of the HVCEO's 1997 Regional Growth
Guide is to place the entire Town of Sherman into a "Remote
Area" category that recommends the lowest population
densities in the Region. This policy seeks to prevent sprawl
development and works in harmony with the rural planning policy
of the 2001 Sherman Master Plan.
SHERMAN CT'S SEWER AVOIDANCE HISTORY (UPDATED ONLY
TO 1992)
Sherman is a rural community located in the northwest corner
of the Region. It is developing in a low density pattern due
to the combination of its rugged topography and remoteness.
According to the 1978 Plan of Development, the Town is not
considering building a sewer system or tying into one in the
foreseeable future. This statement remains valid today.
Regional and state plans do not envision any municipal sewer
service in Sherman. There are no CT DEP regulated discharges
of wastewater within the Town of Sherman.
