GOAL 1: TO IMPROVE THE MULTI-MODAL
CONNECTIVITY OF HART SERVICES WITH
OTHER TRANSPORTATION SERVICES IN THE REGION.
The decentralized nature of the Housatonic Valley Region means that many wishing to use public transportation must travel between modes. Minimizing the barriers between modes in terms of fares, schedules and ease of transfer would make such travel more convenient, and increase the likelihood of traveler’s leaving their cars and using public transportation.

In 2000 HART completed an intermodal connectivity study, followed by an analysis of connectivity opportunities on the Danbury Branch Line.

Since the last update to its five year plan HART has added two services, the Katonah-Ridgefield Shuttle, and Danbury-Norwalk Route 7 Link that provide opportunity for connection with other forms of transportation with single fare media. HART also participated in a regional fare study conducted by the Southwestern Region Planning Agency (SWRPA) completed in 2001.

The intermodal services provided by HART are some of the fastest growing services in the system. HART’s goal is to continue to build on through service expansion and explore the creation of additional transfer agreements with services in the area, such as the Bonanza inter-city bus and services provided by the Northwestern CT Transit District.


GOAL 2: TO INSTALL BICYCLE RACKS
ON ALL HART FIXED ROUTE BUSES.
Transit systems across the country have installed bicycle racks on buses with good results. Several brands of external bus bicycle racks are commercially available. The systems are simple to maintain and easy for passengers to operate.

Bike racks would enhance clean transportation alternatives for passengers, and are especially appropriate in the relatively low density Housatonic Region. Transit systems that have installed bicycle racks have generally enjoyed a positive public response and seen ridership increases due to the ability of passengers that live some distance from bus stops to access the transit system.

HART has installed ten Sportworks Bicycle racks on its Orion V vehicles. The fact that these vehicles are spread throughout the system has meant only limited use by bicyclists, that need rack-equipped buses for both legs of their trips. HART’s goal is to install racks on the remainder of the fleet.

These racks will be installed through HART’s capital program when vehicles are replaced or rehabbed. In conjunction with the complete installation of the racks, HART develop informational materials and will conduct a concerted effort to market the racks to the public.


GOAL 3. IMPROVE BUS STOP
SIGNAGE AND INTERMODAL TRANSPORTATION
INFORMATION DISSEMINATION.

A public accustomed to convenient high-quality information available through the internet, television and print media has little patience for calling multiple transit authorities for transit information and poorly marked transit locations.

The states of New York and Connecticut have a long term project to develop and internet-based system called e-trips to provide point to point customized information for users of transportation in the New York metropolitan area. HART is supportive of this long term effort.

HART’s goal is to enhance multi-modal travel through better public information. Bus stops including the Danbury Fail Mall, I-84 exit 2 park and ride lot and other locations are serviced by multiple routes with direct connections to rail shuttle or intercity bus services. After developing a priority list of stops, schedules will be posted at these locations depicting the multiple transit services available. A program for replacement of and updating of schedules at these stops will be instituted.

HART will work with MetroPool to develop a marketing document that shows locations of transit stations, park and ride lots and recommendations for best connections for inter and intra-regional travel.
